Child Maltreatment Allegation & Substantiation Rates by Ethnic Group

Year of annual Allegation and Substantiation Rates based on population projections from the California Department of Finance.

Year

Child ethnicity is collapsed into six groups based on 31 codes from the CWS/CMS variables p_ethnictyc and hisp_cd.

Ethnic Group

Summarized California Department of Finance annual population estimates and projection by county and by age, race/ethnicity, and gender for the years 2000-2015.

Total Child Population

Each child receiving a child maltreatment allegation in counted once for each analysis year.

Children with Allegations

The statewide Allegation Rate for a given year is computed by dividing the unduplicated state count of children with a child maltreatment allegation by the state child population and then multiplying by 1,000 (for an allegation rate per 1,000 children in the population).

Incidence per 1,000 Children with Allegations

A subset referral reports from the disposition type filter and choosing those disposition 'Substantiated'. Disposition types and codes are drawn from the CWS/CMS variable ,algdsp_t. 

Children with Substantiations

The Substantiation Rate (both state and county) for a given year is computed by dividing the unduplicated count of children with a substantiated allegation by the child population and multiplying by 1,000.

Incidence per 1,000 Children with Substantiations

‘% of allegations’ is calculated by dividing the Substantiation Rate by the Allegation Rate

Substantiations as % of Allegations

These reports are derived from a longitudinal database and provide information on all entries to out-of-home care during the time period specified. 

Children with Entries

The statewide Entry Rate for a given year is computed by dividing the unduplicated state count of children entering foster care by the state child population and then multiplying by 1,000 (for an entry rate per 1,000 children in the population).

Incidence per 1,000 Children with Entries

The ‘% of Substantiations’ is calculated by dividing the Entry Rate by the Substantiation Rate.

Entries as % of Substantiations

Specifies the quarterly extract from the CWS/CMS in which the data shown originates.

Note: Cells containing a period (“.”) represent a value of zero. In cells representing quotients, a period may also indicate the indeterminate form 0/0 or may be considered not applicable (n/a)
